Implementing the Kirkpatrick Model in job training management: A qualitative case study at BBPVP Semarang

Abstract

Training evaluation is often limited to measuring participants' reactions and learning outcomes, while its role in managing training programs comprehensively to improve workforce productivity remains underexplored. This study aims to analyze the implementation of the Kirkpatrick approach in job training management, focusing on planning, implementation, and evaluation strategies to enhance workforce productivity at the Semarang Vocational Development and Productivity Center (BBPVP). A qualitative case study design was employed involving nine purposively selected participants. Data were collected through in-depth interviews, observations, and document analysis and were analyzed using the Miles and Huberman interactive model with source triangulation to ensure data credibility. The findings reveal that systematic training planning based on industry needs, supported by effective digital communication and practice-based learning, contributes to improved participant competencies and workplace readiness. However, several challenges remain, including inconsistent instructional quality, limited training facilities, and insufficient post-training monitoring. The implementation of the four levels of the Kirkpatrick model—reaction, learning, behavior, and results—enabled comprehensive evaluation of participant satisfaction, competency development, behavioral change, and organizational outcomes, including improvements in productivity, work efficiency, and teamwork. This study extends the application of the Kirkpatrick model beyond an evaluation instrument by positioning it as an integrated framework for job training management. The findings provide practical guidance for training institutions and policymakers in designing sustainable, evidence-based vocational training programs that strengthen workforce productivity and organizational competitiveness.
