A learning model for law enforcement based on Pancasila justice values to realize equitable spatial planning

Abstract
Approaches were in legal education that emphasized the value of Pancasila justice were increasingly relevant in the context of increasing environmental awareness among students. A learning model did not only offer theoretical insights on environmental protection, but also encouraged the practical application of justice values in the context of law enforcement. This study aimed to develop a law enforcement learning model based on Pancasila justice values to increase environmental awareness at Yogyakarta State University, Indonesia. The approaches used combining qualitative and quantitative methods with a study and development (R&D) designs. Data were collected through the use of questionnaires, observation, and documentation studies. The population were studied, there were students who took civic education courses at Yogyakarta State University in the even semester of 2023. A sample was selected using a proportionate stratified random sampling technique, by dividing the faculties in the university based on cultural similarities, such as the Faculty of Social, Legal and Political Sciences; Faculty of Economics and Business; Faculty of Education and Psychology; and Faculty of Language, Arts and Culture. The results showed that: 1) the condition of civic education at Yogyakarta State University still required development in terms of materials, methods, media, resources, and evaluation. 2) the development of a Pancasila justice value-based law enforcement learning model to increase environmental awareness involves initial, core, and closing activities. This process included identification of environmental problems, introduction of environmental law materials, selection of problems for class research, information gathering and documentation, class portfolio formation, portfolio presentation, and reflection on the learning experience. 3) This model was proven to be effective and had a significant impact in increasing student’s environmental awareness at Yogyakarta State University. The conclusion of this study was the law enforcement learning model based on the value of Pancasila justice had succeeded in increasing student’s environmental awareness both in theory and practice.
