Abstract

Decentralization (devolution, delegation and deconcentration) has provided space for the empowerment of social energy that is caring fellow citizens against the interests of each other in a mutually synergistic. Community was well aware that social awareness, social resilience is important and should be developed to deal with hard life in the social and physical environment. Social institutions in the form of "splice", mutual assistance, remain there despite facing all the change of time, because these institutions are basically able to answer the needs of the community. Social institutions necessary for the preparation of management programs can be synergy, and the implications for the implementation of the program. Involvement and community empowerment can be done with a model of participatory policy-making theory and the theory of metaphore arena, where every stakeholder should be empowered in the arena of decision making.
