in the policy analysis, the meaning of issue is belong to controversial problem. Issue is not a gossip or a rumor. A problem y could become issue if it is a controversial public problem. Issue will enter to the government agenda if it is content critical point, dramatic, large outcome, power; legitimation, and fashionable. Issue is most depended on agenda setters.
