Abstract


The essence of the national development is the development
of the complete Indonesian person and the development
of the whole Indonesian society. Disabled people as
part of the Indonesian society have to be embraced by developments
via education. Education is the main strategy
to be used to develop the disabled into the complete Indonesian
persons who are independent, more human, and productive,
and whose existence is recognized.
Disabled people have difficulties in the course of
developing themselves into persons with such characteristics. The disabled who are deprived of education will cause
social problems and become a burden for society's developments.
The problems need to be overcome through education
by means ofa variety of strategies. Those arc development
of the disabled's potentials, education for the disabled
oriented to the labour force, education for the disabled
with future orientations. education which shapes the
morality of the disabled, development of the disabled's skills
for daily life activities, development of the disabled's
comn~inication skills, development of vocational training
for the disabled, development of the disabled's entrepreneurship,
and rehabilitation of the disabled into active participation
in the community. Those strategies are intended
to make them independent and more human. Disabled persons
who are independent and more human take a part in
the developments and, therefore. contribute to the national
development.
